The (OSP) and (OVCR) have issued new guidance on the . This guidance outlines the process for how Principal Investigators (PI) may appeal termination decisions when that option is offered by the federal agency. The University will evaluate appeal decisions in accordance with all relevant policies and legal authorities.
Appeals Process – 2 Steps
First Step: Request Approval to Appeal
Complete an – department head and school/division dean approval required.
Second Step: Post-Approval Action
Complete an – appeal package finalized in collaboration with the Department/PI and OSP/OVCR. OSP will submit the formal appeal to the agency near the deadline.
Primary Appeal Types
- Change or reduction in scope of work to address cause of termination
- Research aligns with agency priorities/mission, but termination language misinterpreted project objectives
Reminders and Considerations
- Submit appeal requests to OSP/OVCR with adequate time for review:
- Approval for Appeal: as soon as possible
- Appeal Package: 5 business days before agency deadline
- Appeals should not be requested near the end of the project period
- Size of the award and the remaining amount will be taken into account.
- Only OSP is authorized to submit the formal appeal to the sponsor.
- PIs encouraged to contact Program Officer for feedback on appeals.
- If ºÚÁÏÍø-CH is a subawardee, appeal would be requested by lead institution.
REMINDER: Immediately upon receiving a termination notice, email the agency correspondence to SponsoredPrograms@unc.edu.
